If the purchasing power you mentioned in the question signifies MONEY, yes!, the more money we have, the more range of food we can buy.

However, it is not the MOST significant factor.

For example, a housewife bakes her homemade pineapple tarts at home and the taste is better than the pineapple tarts that are factory sold outside.

And the cost for the pineapple tarts that she baked is definitely lesser than the pineapple tarts that are factory sold outside and she can add more ingredients to suit the family's taste.

So in my opinion, the food skills is the most significant factor.
